Performance Assessment of Youth Empowerment Programs – Lira District
Lira District Headquarters, 21–22 August 2025
The Office of the President, through the Directorate of Socio-Economic Monitoring and Research (DSEMR), has commenced a performance assessment of selected Youth Empowerment Programs (YEPs) across Uganda. This assessment is part of government efforts to strengthen oversight, accountability, and service delivery.
In Lira District, the inception meeting was held yesterday, 21st August 2025, at the District Headquarters, bringing together the Chief Administrative Officer (CAO), LCV Chairperson, Resident District Commissioner (RDC), and focal persons for the programs.
The assessment focuses on five key youth programs:
Youth Livelihood Program (YLP)
Uganda Women Empowerment Program (UWEP)
National Special Grant for Persons with Disability (NSG-PWD)
Presidential Initiative for Skilling the Girl and Boy Child
Youth Venture Capital Fund
Following the meeting, field assessments in sub-counties and communities started today, 22nd August 2025, and will continue over the next two weeks. The exercise will involve data collection, community feedback, and program performance review.
The findings from this assessment are expected to guide government actions to improve program implementation and ensure greater impact for the youth in Lira and across Uganda.
