Site Meeting on UGIFT Project at Ogur Seed Secondary School – 18th August 2025

On 18th August 2025, Lira District leadership convened a site meeting at Ogur Seed Secondary School to review progress on the Uganda Intergovernmental Fiscal Transfers (UGIFT) Project. The meeting was chaired by the Resident District Commissioner (RDC), with participation from the Chief Administrative Officer (CAO), the District Engineer, school management, and other stakeholders.

In his remarks, the RDC commended the partners for their efforts and emphasized the importance of reviewing the completion rate of construction works, the status of financial disbursements, and the delivery and condition of project equipment. He also highlighted the need to address wiring works, environmental greening through tree planting, and ensuring readiness for the project’s official commissioning.

The District Engineer reported that the UGIFT construction project, valued at UGX 3.32 billion, commenced in 2022 and has already delivered significant facilities including:

Multiple classroom blocks
A science laboratory
Staff housing units
Despite initial challenges such as design discrepancies, contractor issues, and the ongoing UGX 400 million financial backlog to contractors, the project team was recognized among the top 29% of districts nationally that successfully completed the first phase.

The meeting concluded with appreciation to the Government of Uganda and the President for prioritizing education infrastructure, and to the school management for increased enrollment. Leaders pledged to fast-track the remaining works to ensure the project is fully completed and commissioned.
